maybe some children's books to actually turn pages to read, or a jump rope to play outside or in the basement to get some exercise. Perhaps a pr of roller skates and a bicycle to ride with friends for a workout that they won't realize they're getting some exercise.
No 4 yr old needs a tablet or an IPad.

I'd go for the new Kindle Fire kid's edition, myself, even though the kidlets in my family have had iPads since they were age 5. The iPads are wonderful, no doubt, but they are really expensive and we've already had three broken screens from them being tossed down - because kids that young don't really realize the expense-to-care ratio.
I have the Fire HDX and they love playing on that. The Kindles also have the Kindle Free Time setting which allows for customization of what can be seen on the device and time limits for the device's use, so they're not glued to it all the time.
