There are now reports that multiple people have been affected by this same issue with the iOSs 10 update and some phones have been bricked (disabled). The solution (so far), has been to download the update via iTunes and NOT wirelessly.

I downloaded it to my Ipad pro and it sounds different now when I type letters.  I should have waited to hear what my computer engineer husband said before downloading.
