why do televisions say they are a 32 inch tv when they measure from left to right

about 28 1/2 inches.

TV screens are measured diagonally, not linearly.

Just to confuse matters even more, not only are the screens measured diagonally, but they're sometimes measured including the part under the bezel. It's not as big an issue these days with tiny little bezels, but not so long ago you could buy a 32" HDTV and only see 30" of the picture as an inch would be hidden under each bezel.

The first cathode ray tube (CRT) TVs were actually measured in their diameter.  When TVs became rectangular, almost square-ish, then diagonal measurements were more appropriate. That diagonal measurement stuck with the industry so that's what we see today.
