Sync Mini iPad to iTunes

I want to copy a pdf from my pc to my mini iPad. I put the pdf in iTunes and plugged my mini into my pc. But it only gives me 2 choices Setup as a new iPad or Restore from Backup. I don't want to do either. Just want to copy 1 thing. It won't let me drag my pdf to the mini in iTunes.
