Not sure if this actually means I'm doing something wrong .... or is just an annoying prompt. I don't have a cookie called "shockwave flash".
I find this happens on google chrome .... page will freeze and then this prompt shows up in a stripe at the top of the screen.
What does this mean ... and how do I get this to STOP? It's just beyond annoying!

Shockwave Flash is a program used by many on-line games (like on Facebook) as well as many web-pages to enable animation. Many claim that it is an avenue to malware and I know with my Mac Safari browser, when I loaded version 10 I had to actually authorize it to run on specific web pages.
It's an adobe product and you could go out to adobe to download and re-install it, that could resolve the problem. It also could be a problem on the web-page(s) that you are getting that message on.

It's a common problem with Chrome. I try to fix now-and-again (many possible solutions online) but it often comes back. I think you're more likely to have the problem if you use both Chrome and a Microsoft browser (Edge or Explorer). If you stay with Chrome and never use another browser, you may not have the problem.

Shockwave isn't a cookie.
It's a program also called Flash Player. Like Buck-i-nana said, it helps to play and run videos and media programs on websites.
For whatever reason, it keeps crashing in my Chromebook, too.
I'll try to reload the page when it does that in order to get it to work again, or I'll just shut down my computer and restart it, as another option.
The particular problem for me is that I can't put another browser in my Chromebook, since it operates off of a Chromium operating system, so it's basically "all Chrome."
I've been trying to work on this, and have been trying to think of what I can do, to resolve this.
My husband has an older Chromebook, and he doesn't have this happen to his, like I do.
So, I have been trying to figure out the difference between mine and his, and "why" this is happening with mine so much, and not his...
Anyway, Microsoft uses a program called Silverlight instead of Flash Player, so you could try just using Internet Explorer/Edge as your browser instead of Chrome when you go on the internet, and see what happens.
Also, If you have Firefox on your computer as a browser option, you can see what happens when you use Firefox instead of Chrome, and see if you have the same type of problem.
I used Firefox as my preferred browser back when I was still using a Windows-based computer.
I used to routinely switch between browsers then, but I used Firefox most often.

You can go to adobe's site and check to see if your version is up to date, if you choose to continue using it. The only safe way to get an update.

I want to say Flashplayer is a Pain.
I use Belarc Advisor to tell if my computer has all its security updates installed. http://www.belarc.com/free_download.html
FYI, Window 8.1 and 10 installs FP as a Window update.

OP may need to update google chrome if he/she doesn't have latest version(Version 55.0.2883.95) it could be causing the problem and there are reasons why op may not have updated. So here are google directions https://support.google.com/chrome/answer/95414?co=GENIE.Platform%3DDesktop&hl=en
