Question About iPad TSV

I noticed at Best Buy they sell the iPad wifi and 4G in two different models where you sign up for Verizon or AT&T. At ShopNBC they were selling one with a specific carrier. My question, and maybe I missed it, is can you sign up with either carrier with this iPad?
