@Icegoddess I believe that the current lower priced iPads are now compatible with the Apple pencil. You don't have to buy a Pro. The pencils don't come with the iPad, you have to buy it separately.

It's not strictly about price, but about capability for the price.  While the lower priced iPads may be able to use their pencil, from what I am reading only the Pro is compatible with the 2nd generation pencil which is, according to reviews, a much better pencil.  When it comes to electronics I tend to get higher end machines becasue I don't want to outgrow it and I keep them until they no longer work.  I don't want to have to buy a new tablet in 2 to 3 years.  My current tablet lasted me a few years longer than it was ever designed for only becasue my SIL hacked it and updated it.  But, at this point the hardware is no longer able to handle things.  My first tablet was a cheap tablet from HSN or QVC and I swore off cheap tablets after that.
