Installing printer on Laptop

I have a Dell Laptop with windows 8. Trying to install my new epson printer. When I put the cd in and press install it says: windows cannot access the specified device, path or file. You may not heve the appropriate permission to access the item. What does that mean and how do I fix. Thanks Janet
