IPad 4th Generation on Other Channel - Is it the Same???

Sorry if this is a dumb question, but on the other shopping network they have a Apple Wi-Fi 4th Generation IPad Bundle w/Retina Display for $799 or $800 depending on 16 or 32 GB, is this the same that QVC has available? Just wondering which is the better deal. I know nothing about IPad's, but would like to invest in one. Can someone help me? Also I'm assuming you have to have wi-fi at your house for this to work, right? I don't, but need to so can someone suggest a easy router I could purchase that is easy to install. Thanks for any help.
