IP Address Lookup for security purposes

Long story short, family member has small business. X-husband is flooding the online reviews with negative upon negative. Can an IP address be traced, tracked and then blocked if the online reviews companies are willing. For the legal people aboard, is this something that can be taken further.

TIA for any help... It would be appreciated.
