Help with phone/service......

Hoping someone can help me with selecting a new phone and service. I was thinking about purchasing a phone from one of the shopping channels. Can you explain how the minutes work-what is meant by "triple minutes for life, etc?" Also, I don't use my phone all that much-so how long do the minutes last? Any help would be appreciated!!
