I think the photos were a big part of the problem on the phone. I was concentrating on the tablet but got rid of unused apps and cleared cache on the phone and the message (so far) has gone away.

I have some suggestions. Don't only have one copy of anything you can't afford to lose. Off load your photos to another place such as online or cloud storage, a computer with a big hard drive or an external device. Only having 16 GB is too small to store a lot of photos on a phone or tablet.
All devices need a certain amount of hard drive space free to work properly. Often a computer, phone or tablet will use free hard drive space as temporary RAM while a program is working. If there isn't enough, the program or app won't work properly. This is a good example of why you should buy a device with as much RAM or hard drive space as you can afford.
If it was me, I'd back up both devices and start over. You also have a lot of temp files which never get deleted even when you remove a program or app. Make a backup, restore or purge the phone/tablet, reinstall and update then restore the backup. You'll be pleasantly surprised how much better your device works. Next time you buy a device, get the most hard drive space you can afford.
