Dumb Questions about Smart Phones

I admit -- I am waaaay behind in the world of phones, computers --- all electronic gadgets, so, feel free to laugh and/or be amazed at my sheer and total lack of information and understanding on all matters pertaining thereon.

I have had for probably the last 12 years the most basic Trac Phone possible. No bells and whistles at all. It has served me well and still works! I am not a big phone person.

However - I am feeling the urge to get a phone which has a little more, but I don't want to spend a lot, nor can I. I also don't want a contract. What I would like, is a phone with camera and texting, maybe some of the extras.

Also, here goes --- what constitutes a "Smart Phone?" There --- I said it. {#emotions_dlg.blushing} I mean, this is a term you hear bandied about constantly. I mean, I know the Iphone is a smart phone and I assume the Droid is a smart phone, but besides these, what are smart phones, and can you acquire one that doesn't cost an arm and a leg and that is sort of on a "pay as you go" plan or, is set up the same way my old Trac Phone is.? Just buy the phone, by the minutes and that's it???

I told you they would be dumb questions! Thanks. I need help!!! ha-ha!
