DVD Tray?

What does that mean? Does it mean you can only view a dvd or is it a dvd/cd burner?

Need more context. A tray is a tray. Whether it is a player or a burner/recorder? That is where the context is necessary.

On a computer- ie the tsv Hp that was on recently only said it had a dvd tray.

That's an optical drive. All optical drives are DVD/CD burners and read or burn all DVD formats except Blu-ray.
