Computer Help Please

I turned my computer on this morning and when I clicked on the internet it froze. I couldnt even do control-alt-delete. So I shut it down manually. When it came back on, it made the sound that it was starting up, but then it said configuring step 3 out 3 0% do not shut off computer. Then it made the sound that it was starting again and then again I got the same message. It did this all day and it still wont go on. Its like it stuck in the starting up mode. Any ideas?
