Can I use my cellphone while on a cruise???

Going on my first cruise next month - I can't wait!!!

A co-worker said I should just shut my cellphone off when I get onboard since it won't work anyway...well, it might, but the cost is sky high, she said.

I told my sister that & she said her friend was Facebooking the whole time she was out at sea. Who's right????
