Big problem with my PC

I have an old HP presario desk model. Had to have my monitor replace a few years ago.

Have an Acer. My icons on bottom right hand screen keep reloading every time i switch to another program.

Also cannot fix to keep them from going to hide mode.

Sorry am not good with explaining too well.

Verizon is my carrier,and use the Msn page,and for Emails.

I have no one to help with trying to fix problem.

Maybe someone here can help??
