I am so technically challenged it is pitiful! My I-pad seems to be loading so slowly is there something that I need or can do to increase the speed? Also how do I close out programs that may still be running? I'm not sure I am doing this correctly. Thank you in advance!

Are you closing the apps that your not using? Make sure you actually close then, and not just putting them in hide mode (standby)

Double click the home button (big round button) > a smaller screen will appear > put your finger on the app to the right of the small home screen > while holding your finger on that app push up > then let go quickly when that app is moved to the top.

The app should disappear (meaning closing it completely). Keep doing this for all of the apps you see open. Once all apps have been completely closed, only a small version of your home screen will be showing. Tap that to get back to regular home screen and using the iPad.

Try to completely close apps when not using them. Keeping apps in a hidden mode (standby) uses iPad resources, and will have impacts to battery life and well as processor speeds.
