Why is this going on in the middle of the day! IT needs to do this during less busy times, like overnight!
I have an order that is not showing in order list, no email received.....ridiculous!

The Q's IT department is located in Poland (according to a press release). That would account for the "strange time"...

Yeah, the crew in Krakow probably is aware of prime business hours in the USA and would likely avoid "routine" maintenance" during that time.
I also suspect that it's more.

No matter what time maintenance is done it will be inconvient to some place in the world. There are many different time zones.

@Anonymous It was prior to "place order" button of order. I chose not to submit order and waited about 45 min, tried too order again and the maintenance message was not on screen.
Also tried to order an item about 10am and got notice "cannot ship to this address, update" tried several times and got same message...restarted computer and got same message...quit!
Placed 3 orders for H233134:
1. First order: NOT showing online and did not get email confirm--ordered Color: Twill; about 11:35am. DO YOU SEE THIS ORDER? Some credits used in payment.
2. Second order: 11:40am, Color: Autumn, shows oline and received email confirmation.
3. Third order: 1:38pm, Color: Twill, shows online and received email confirmation.
WHERE IS FIRST ORDER?

Guess that explains much about reasons website is so poorly run and takes so long for fixes... language barrier perhaps? IT imported from overseas... IT for QVC USA needs to be American IT in USA!
