ordered a portable charger a week ago. It came today without a box, but in bubble wrap. And totally covered in scratches. Like it was used for several years and repacked?

I have been a customer since 1983, and never have I ever received something used?

Is that your new policy? instead of used items going to the outlets, you just ship it off to someone else? I think if that is your new policy, you need to let the customers know that they may/ or may not receive used items. 

I am very disappointed in you QVC

@Beckys29@That is the beauty of shopping the stores yourself.You decide after seeing,trying and touching which items you will purchase.

I've had this happen to me a few times over the years, espeically with "as is" products.  I know that those are returns but most recently I purchased a pair of Franco Sarto heels and figured someone probably bought them, tried them on and they didn't fit so they returned.  Well, to my shock and dismay the shoes were loosely placed in a box jostling all over the place, not wrapped in anything and they were absolutely filthy, like they had been worn all of last summer!!!  I returned as defective, but I've also paid full price and obvioulsy received something that was returned (and not in good shape).   Upsetting.
