I think the others are right.  It's just their policy.  The funds MUST be there when the merchant is ready to take them.  That is a MUST.  I would think anyone could get a credit card, especially in this day and age.  Just my thoughts though.

Like other poster said.  Why did they accept it and now not?  I would call customer service and ask them.

I was wondering if fraud wasn't behind it.  If you have a "plain" credit card on file with the Q, then no problem.
