I can confirm what the OP said. I returned a defective item and clearly marked on the return paperwork that I wanted a refund. Do they even read those slips? After waiting two weeks for my return to be processed, I got an email saying they were sending out another one!
Finally, four weeks later, its all straightened out and I got my refund...nearly $400, so yes I was annoyed at the errors and slow service.
