why publish consumer reviews without consumer having tried the item?

i am so disheartened to read some consumers publish their reviews saying they have not tried the product yet, but think it will work well.

the whole point of doing a review is to review the actual product itself, and to also add your consumer thoughts as to if it worked as promised, and also list any pro's or con's, and your personal recommendations.
