but even if they knew she was an accident waiting to happen I know this much

The system is broken-

why must addicts CHOOSE rehab when they have overdosed numerous times or caused accidents?

trying to get my sick relative help and all say the same, nothing they can do till she chooses help.

and if she kills herself or others in the meantime?? nothing they can do...
