never saw this before...dog nail problem

ok...one of my boys has a nail that looks ripped/torn apart. It's that nail that sticks out the side of the paw (like a thumb). He is licking it continuously....just happened this weekend. Is this something a groomer should clip OR should the vet take a look at it? Your opinion? thank you.
