How high can they fly and how are they not crashing into utility poles and people's windows? I don't understand how and why they were marketed in the first place without some kind of regulations.

Remote control planes and helicopters have been a popular hobby with the RC crowd for years. This is just another offshoot. Easy to buy and many you can control with a IPad.
Those other ""toys"" don't require any license to own or fly.

I can't imagine having to listen to that everyday. Out where I live, I would consider it to be an invasion of my privacy and would be tempted to use it as target practice.
I'd lay odds you wouldn't be the only one tempted.I'd think one would have to be very, very careful when attempting to shooting one down. Your neighbors might not appreciate it. Just like with a shotgun, 00 and 2 and 4 shot might not penetrate walls and harm your neighbors but others might depending on proximity.
IF a large bird can bring down that flight with shutting down the engine . . . in the Hudson River with Captain Sully . . . maybe a large enough "toy" drone could do the same.
My son has had little remote controlled helicopters and planes and this Christmas husband bought him a "drone looking" thing. I doubt it could fly much higher than our tallest oak tree and not much further than 2-3 doors down before it crashed or something. We live in more rural location and with large acre plus lots.
But more advanced "drones" then ummm no, I think some sort of regulation or restrictions should apply including prosecuting to the fullest extent of the law IF they are used for nefarious reasons.
I bet a pellet gun could do some serious damage to them.... Just saying you don't need big firepower to get rid of the problem.

True enough. I didn't think of that. I don't own a pellet gun and not up to date on their capabilities as far as range/distance goes.
