Even though you did not complain you were targeted as one who did complain. So, complain already.
This neighbor does not care and she has placed you on notice by putting those three pieces of paper on your shelf. Her intent is to intimidate you. You are the victim.
You are uncomfortable and seem so afraid. You should not live like this. Reach out, you need the support from others in the building, complain, and together the situation could be addressed. You are not alone.
Being scared and silent will not make the difficulty go away. You have done that for too long.

Ford, your neighbor sounds mentally unbalanced to me...or just plain mean. I would be cautious in dealing with someone like her too. Hopefully, your other neighbors will complain again.
On a lighter note, maybe you could record Peter, Paul, and Mary's "If I had a Hammer" and play it nonstop real loud.

OMG, she must be crazy!! She is banging on my bedroom wall louder, longer, and harder than ever before!! She must not like that I answered her note that I was NOT the one who complained about her. I think she's trying to force a confrontation, and I cannot do that. I am disabled and afraid of her now.
It's a holiday and the Manager is not here or I would call her this time. It doesn't even sound like putting up pictures anymore, it is just really hard banging. My mirror is shaking on the wall and I'm afraid it's going to fall down. It's a heavy mirror and will probably break. I can't believe she is not breaking the wall down in her apartment.
I don't know what to do now! Should I call the police? I don't want to start a war, but this is very frightening!
I just called the Maintenance Emergency line . . . I am waiting for a response.

Wait till management comes back and contact them, show them the letter she left on your shelf and get management involved-- tell them you want this handled pronto as it is disturbing your being inside your apartment.
Maybe if you are fortunate, management will start the steps towards eviction of this tenant.

I would call the police and also leave a message for your manager. Maybe they have an emergency number, but if you feel you are in any danger - call the police!

Ford, I don't know if you could call the police for daytime noise. Most cities have noise ordinances between something like 10:00 pm and 8:00 am. I would wait for Maintenance to call back.

Okay Ford I am so sorry this is happening to you, but if this has gotten so bad that you are afraid, something must be done, but not by you. NO ONE has the right to intimidate another person like she is doing. I wish I was there as I would have no problem knocking on her door and letting her know what I think. She sounds like a bully and I have zero tolerance for bullies. My daughter was bullied because of her mental issues and I became an activist against bullying. This lady has to be stopped and only management can take the actions needed to do that, but in the meantime you need to lay low and stay out of her way. Hopefully you will get a call back soon from the maintenance line.
Let us know how this all turns out.

I agree completely.
Call the police non-emergency number. They can be so helpful and once you explain the situation (and they might even hear the hammering in the background) they will advise you.
