Why doublets?

Is there just a skim coat of sapphire on the ring and a faceted quartz on top? What's up with that? Quartz scratches and gets cloudy. I'm not a J.R. jewelry fan on any level, but this doublet thing just seems so cheap!

I feel like I see it often lately.
