No, that just teaches them that they can get away with it and they just move on to the next victim. Not all men stop if you ignore them, many escalate until they get acknowledged.


That is a small minority.  I've never encountered such a person, and I think most men stop if you just don't feed into it.  I'm not convinced this friend isn't secretly egging him on.  At any rate, this should not be going on in the workplace.  He is a complete fool to do it.

There was a time when men could get away with that boys will be boys behavior but that was only once upon a time and long ago.That man has not gotten his reality check yet and so it is time to dish it up.Report everything and take any witnesses with you.that behavior is not funny or cute or innocent and needs to be stopped.
