Who is Webbie and how do they make decisions?

Quite a few threads have been poofed in the last few days. Can someone please tell me who reads all the threads and how do they determine which ones should be deleted? Of course if a thread has foul language or a person is being degraded I can understand getting rid of it but some that disappeared lately didn't seem that bad to me, but what do I know? Thanks in advance for your input.
