Where was I when they announced this?

I just received a letter from the B of A. I have been withdrawing from my savings about twice a week and putting small amounts into another bank. I do this when I get paid by clients. I had no idea the Federal regulations limit the number of withdrawals from savings accounts to six per month. I don't understand the reason for this. When was this passed?
