My neighbor has a small dog. The dog is put outside tied up from about 8am until 8 pm. The dog barks a continuous sad bark all day long., I can deal with the barking, I feel bad for the dog.. If I say something to them, it is going to cause bad feelings between us as neighbors. I thought calling animal control and telling them the situation might be better, We have been neighbors for 25 years, through the years they have had many dogs ....most tied up...barking... It just makes me so mad to treat an animal so poorly.
