What would you call it?

A female who makes appointments (dentist, hair etc.) and frequently cancels at the last minute. She is continually calling people and saying I am not a very happy camper right now- when anything does not go her way- small or large. When she is mad at someone she rants at someone other than that individual. She never confronts the offender. Anyone else dealt with this type?
