What am I supposed to do now?

I have spoken with my bosses a couple of times about getting health insurance through the company I work for, and was told that open enrollment wasn't until spring.

So, tonight I was at work, and I was told I could get an enrollment packet for health insurance, but that I needed to act quickly if I wanted to enroll.

The cover letter is dated October 4th. I just received the enrollment package today, friday the 16th (technically yesterday, since it is after midnight). The deadline is the 17th.

The customer service line I am supposed to enroll through only has reps available monday through friday, 8 a.m. to 8 p.m.

My boss said that as long as I leave a message on their voicemail, I will be considered "in." The only problem is, their voicemail box is full, and there is no e-mail address.

I tried calling the number for the benefits department of the company I work for, but of course, no one is there.

In other words, I'm pretty sure the company I work for is trying to prevent people from getting health insurance benefits through them.

Is there anything I can do about this legally? If so, who do I contact? (I live in Ohio.)

Thank you in advance for your help.
