Wedding/Shower Etiquette

Hi ladies! I need some advise as the family is torn on how to handle this situation. My niece is getting married June 2nd. She sent out the Save-The-Date over 9 months ago. My cousin called my sister last week and said that she and her daughters (who are all married and not living at home) were not got to be able to make it to the wedding. My questions is should I still invite them to the shower I am giving or should I leave them out since they will not be attending the wedding. Your input is very appreciated.
