Wedding Ideas on a Budget

HELP!!! I need some advice on budget wedding ideas. I just passed the bar and am saddled with law school loans. My fiance was in an accident in 2009 without insurance. With the average costs of a wedding in the $20K range we are a bit depressed. I think we can swing $7K at the most and likely will have 40 or so people in attendance. We reside in Northern California. Any ideas on location, food, or cost saving strategies would really be appreciated. TIA.
