Weather change...skin change?

I seriously wonder if the change in weather (it causes sinus issues for some) can effect skin changes?? This time of year...for the last 5-6 yrs...I have noticed my skin changing...it breaks out and I get little red spots on my legs...

I may be crazy, but it does happen around this time of year...Anyone else??
