Warrant for an arrest

If someone has a warrant for their arrest in a different state than they live, do they have to be in that state to be arrested? He has a warrant pertaining to alimony. He's avoiding that state and seems to think he's safe as along as he doesn't go to the state that has a warrant for his arrest.
