This is a pet peeve of mine as well and dangerous, sticking your arms out, animals sticking their heads out of the window I just cringe when I see this. 

Several years back I was driving home from work and stuck in bumper-to-bumper traffic. When it was time to inch forward, for some unknown reason the car to the left of me and slightly behind me hit my driver's side, promptly taking out my side-view mirror. Can you imagine if my arm or the foot would have been hanging out the window door?

You see it a lot here in the summer months. I'll sit on my front porch and watch the cars go zipping by and lots of girls/young women have their feet either on the dash or out the window. Either position is very dangerous. Airbags aren't gentle and with your legs over an airbag, you risk serious damage to them should the airbag deploy.
