Wait List and Cancellation Question

Question: WHY is it that when a wait list item "times out", it appears as a cancellation on the orders page? We as customers have no control over their items being restocked and numerous cancellation statements can lead to "the letter".

I really would appreciate an answer to this question. Thanks!
