There shouldn't be safety concerns since the conditions to apply for early release require the offender have no violent history prior to or during incarceration.

Wow. I don't think any city in CO is as big as Phoenix. I've never been harassed by anyone on the street. Where are you walking?????

if homeless et al aren't committing crimes, I'm good- a our downtown is next to interstate highway and railroad tracks, I don't know how they come here, but they are and I think we're used to shooing them away---we're advised not to give them money---I have given dog food to those with dogs and sandwiches and salads to them---we have services for homeless ---but these facilities do not allow those using or under the influence
