UPS Question

I am waiting for an item that was shipped from QVC on the 19th. Normally, it would be delivered within 2 days. The tracking information shows the item arrived in my state on the 22nd. The last action that occured was an upload scan on the 22nd. I have not received the item yet and I am wondering what to do. Do I call QVC? Do I call UPS? If I should call UPS, do I call the facility that delivers my packages or do I call the facility that did the upload scan?
