Twitter question

Does anyone know how to retweet with a comment? In other words, retweet what someone else has written and add your own comment to it.

Please don't respond with, "I hate Twitter - I think it's stupid", etc. I'm not trying to stir up controversy about Twitter, Facebook, social media, etc! I'm just having a lot of difficulty getting an answer to this question.
