Those darn automatic faucets in public restrooms

Everyone knows that you need to use hot water to wash your hands to kill germs. So why is it that almost all of those automatic faucets come on cold and stay cold and of course you can't adjust the temperature because they are automatic. Just a small thing but I just never feel like my hands are really getting germ free.
