Target debit card

I went to target yesterday to get some cleaning suppplies and was going to use my debit card. They asked me if I wanted to open a Red card debit card from Target. It doesn't cost anything and everytime I use it I save 5%. I haven't been into Target for awhile. Most of the time when I am out shopping for those kind of things I am out with friends and they prefer Walmart.

Is this new? Or have any of you heard about this yet?
