The supposed "law" is being ignored by all industries it seems. Especially "local" commercials (car commercials and furniture store commercials especially, which start out with screaming voices). In our area, Philly suburbs, almost all commercials are considerably louder than the audio on the programs. I hold my remote in my hand and am constantly turning it on and off.
It's very offensive and intrusive. Congress should give it another try, IMO . . . although they're probably being paid off not to.

I hate to hear that this supposed law is not being observed universally!
I have extreme aural sensitivity, probably partially due to tinnitus, and it used to practically drive me mad when a commercial segment would begin and the volume went up by about 50%.
I wish all markets/cable companies/satellite providers would get back on board with this! It's just wrong. But I can well imagine that some money went into some pockets and that was that.
It's like, on one hand, they want to force people to watch/hear their commercials but, OTOH, they are just forcing more and more people to record shows so that they can FF through commercials segments.
