TSV pricing

I was just curious how they come up with the TSV price. Todays TSV is $19.91. What is with the 91 cents? Why cant they just put it at $20.00 or $19.00?

HSN almost always does a flat rate (example: $20.00 or $19.99). HSN doesnt seem as calculated with their TSV prices as QVC does with this odd pricing.
