Well, the mail is delivered so the dog must be confined sometime...watch & go at the same time as the mail carrier.

@781Florist  Do you ever see the neighbor walking in or out of the house? Maybe you could just yell at her if she is across the street..Maybe the sign is a deterrent for criminals! Many people put signs out when they have no dog.  How big is the package? Does the USPS deliver her mail?
