I wonder if the rate of turnover in those units was higher than for the other condo towers nearby.

 

The defects would have been obvious to a number of owners.  Cars were floating in the basement parking, etc., for years.  Concrete was wearing away.

 

I bet some people just sold their unit knowing the bill was coming due, one way or another.
