Student loan question

My daughter had a new friend over today. She was complaining qbout not having any money but said I got my student loan money put into my account today so I had some money to go out to eat. I do not know this girl well enough to ask questions, but I know she is employed full time and is not going to school. She did go on to say it was a grant not a loan, are these people allowed to spend this money and not go to school. I know nothing qbout this system as we pay our daughters tuition. Seems I have heard this going on with others. Thanks for your replies.
